SF4 Zangief does throw them in the air and jumps, and personally, I don't think you actually can do that to a real person, as it would either be incredibly botched, leading to severe head/neck injury, or, even if the move is done perfectly, would probably STILL end up with severe injury.

Petey Williams Canadian Destroyer move is probably the closest and safest version of that move that we will ever see.
